Mr. DeVillez is a senior consultant at Tracer Environmental Sciences & Technologies, Inc. (Tracer). His responsibilities include conducting Process Hazard Analysis studies and mechanical integrity inspections for ammonia refrigeration systems. Mr. DeVillez brings to Tracer, 45 years of experience in the operation and design of industrial refrigeration systems and meat processing facilities. Mr. DeVillez served as a Chief Engineer at Pacific Cold Storage (now owned and operated by P&O Cold Logistics) for 10 years and then as the Vice President of Engineering / General Manager for new projects for 27 years.

At P&O Cold Logistics Mr. DeVillez had the experience of being a member of a growing company that started with only one refrigerated facility to having thirty-one facilities as of January 2003. Some of Mr. DeVillez?s responsibilities included design and maintenance in the following areas: structure design, building insulation systems, freezer room under floor heating systems, blast freezer design, energy efficiency, roofing / vapor barrier systems, handling equipment selection and maintenance, cold storage racking, construction management, EPA and OSHA compliance, and energy plans.

In addition to the mechanical operation of these systems, Mr. DeVillez was responsible for development and implementation of various regulatory issues, including, but not limited to: EPA Risk Management Programs, OSHA Process Safety Management, Hazardous Materials Emergency Response Team (Incident Commander), Safety Committees, and employee training (refrigeration and safety). Mr. DeVillez was an active participant in the development and continual implementation of the EPA and OSHA required RMP/PSM programs for the P&O Cold Logistics ammonia refrigeration systems. This included preparing the California Accidental Release Prevention (CalARP) Programs for the California facilities with major interaction with the local Certified Unified Program Agencies.

As Vice President of Engineering at P&O Cold Logistics, Mr. DeVillez handled the inspection and evaluation of all new acquisitions of cold storage facilities. This included heading due-diligence acquisition teams and conducting on-site field inspection of potential acquisitions.
