Mr. Stirling is an air quality meteorologist and a principal of the company currently responsible for the day to day management of the ambient monitoring projects conducted by the company. His experience in the conduct of air monitoring systems includes all critical aspects (network design, instrument procurement, site set-up, in field operations, data processing and analysis, data reporting, and QA/QC programs). In performing these duties, he utilizes comprehension of EPA and local guidelines governing air quality monitoring as well as air quality modeling. Mr. Stirling also contributes the following:
- Supervision of monitoring program field personnel and data processing personnel to ensure proper station maintenance and data handling.
- Performance of quality assurance reviews of all databases and data reports for submittal to regulatory agencies in support of the monitoring projects, maintaining the company's QA/QC manual for monitoring programs, as well as responding to the reviews of outside agencies.
- Fulfillment of various permitting requirements dealing with Title V of the 1990 Clean Air Act
- Application of skills to provide support for emissions inventory work and numerous impact assessment studies contributing expert knowledge in air quality and meteorological databases
- Member of the American Meteorological Society, the Air and Waste Management Association
- Co-authored a paper based on Master's research
Mr. Stirling not only ensures that the ambient air monitoring group is performing at top levels, he also maintains excellent relationships with the regulatory agencies. He interfaces with them on a regular basis and also been entrusted by them to operate several air monitoring projects. In addition to his present duties on ambient monitoring programs, Mr. Stirling also enriches company scope by providing technical support to numerous other programs conducted by the company. This includes large scale atmospheric tracer programs as well as environmental assessments in conjunction with permit applications.
Prior to joining Tracer, Mr. Stirling was a graduate research assistant at UCLA. While at UCLA, Mr. Stirling was involved in numerous research programs. These included, but were not limited to, studies on precipitation scavenging of pollutants, microbursts and several others involving convective phenomena. Mr. Stirling has programmed in Pascal, Basic, and Fortran.
